A POST with a form body rather than JSON, because that is what the HTTP-POST binding is — the IdP renders a self-submitting form in the user’s browser. Rate limited like the other unauthenticated sign-in endpoints: a forged assertion cannot pass the signature check, but an endpoint that verifies XML signatures for anonymous callers is worth a ceiling.
